This document is provided to assist Alabama HIV/AIDS Direct Care Consortia,
eligible for funds under Title II of the Ryan White Comprehensive AIDS
Resources Emergency (CARE) Act of 1990, as amended to prepare a fiscal
year (FY) 2004 application. Funding for the CARE Act is authorized by
Public Law 101-381, as amended by Public Law 104-146, the Ryan White
CARE Act Amendments of 1996 and Public Law 106-345, the Ryan White CARE
Act Amendments for 2000. The CARE Act amends Title XXVI of the Public
Health Service (PHS) Act (42 U.S. Code 300ff-11 et seq.). Title II of
the CARE Act is administered by the Division of Service Systems (DSS),
HIV/AIDS Bureau (HAB), Health Resources and Services Administration (HRSA),
Department of Health and Human Services (HHS).
Title II of the CARE Act provides formula-based financial assistance
to states to improve the quality, availability, and organization of health
care and support services for individuals and families with HIV infection.
The CARE Act emphasizes that such care and support is part of a coordinated
continuum of care for individuals with HIV disease and their families.
The State of Alabama has designated the Alabama Department of Public
Health (ADPH) as the grantee/administrator for Ryan White, Title II funds.
The ADPH as grantee is granting awards to establish and operate, within
areas most affected by HIV disease, HIV care consortia designed to provide
a comprehensive continuum of care to individuals and families with HIV
disease. All seven (7) HIV/AIDS Direct Care Consortia in the State of
Alabama are eligible applicants. Awards are calculated using a formula
which is based on the number of persons living with HIV/AIDS in the consortium’s
service area and the geographic area served.
Purpose of Funds
The purpose of all Ryan White CARE Act funds is to ensure that eligible
HIV-infected persons and their families gain and/or maintain
access to medical care and medications. The ADPH approves the Title II
funds in accordance with the uses specified in the reauthorized legislation.
According to the legislation, Title II funds for HIV Care Consortia can
