Limited dental and vision care services are available through the Washington
County Dental and Vision Care Program for the residents of Washington County
meeting the specified requirements. All services must be approved by the Washington
County Dental Care Committee before services are rendered.
PROGRAM BENEFITS
The Washington County Dental Program will cover up to $500 per year
per patient based on the budget. If the provider determines the treatment
plan will exceed the amount listed above in one calendar year, the services
must be pre-approved.
Dental services are any diagnostic, preventive, or corrective procedures
administered by or under the direct supervision of an approved dentist.
Such services include treatment of teeth and the associated structures
of the oral cavity, oral injury or oral impairment, which may affect
the oral or general health of the individual. Orthodontic services are
not included in the program (i.e. braces, etc).
The Washington County Dental Program agrees to pay the current Medicaid
approved charge plus 10% for approved services. Changes exceeding the
approved amount must be discussed with the legal guardian to determine
payment method, prior to services being rendered.
Dentist should refer client to other available agencies for those services
that cannot be provided through the program’s funds.
The Washington County Vision Program will cover up to $300 per year
for youth up to the age of 19 years old, and up to $350 per year for
adults based on the budget. If the provider determines the treatment
plan will exceed the amount listed above in one calendar year, the services
must be pre-approved.
An eye exam test checks the visual acuity. The doctor will also check
the health of the eyes, looking for Cataracts and glaucoma. An examination
of the eyes can also be a window of other heath problems, including diabetes
or high blood pressure.
In children, a routine eye examine consists of test for: near and distance
vision, peripheral vision, eye/hand coordination, the ability to use
both eyes together, and the ability of their eyes to move smoothly across
a page and shift them quickly and accurately from one object to another,
which are all critical for a child learning to read.
Recipients 19 years of age and under are authorized one (1) pair of
glasses each calendar year if indicated by an examination. These limitations
also apply to fitting and adjustments.
The service must be a benefit covered by the program, determined medically
necessary by the Washington County Vision Care program and performed
by an approved provider of the services. The Vision Care program will
provide one (1) pair of glasses per year per patient.
The Washington County Vision Care program agrees to pay the current
Medicaid Approved Charges plus 10% for approved services. Charges exceeding
the approved payment amount must be discussed with the legal guardian
to determine payment method prior to services being rendered. The Optometrist
should refer the client if services cannot be provided through the program
funds.
PROGRAM ELIGIBILITY
The eligibility of each applicant will be determined on a case-by-case
basis. Additional family members in need of dental services must apply
separately.
The eligibility of each applicant will be reassessed every 3 months
for dental care. Applicants must fully repeat the application process
if the three or more months have passed since the last dental care service
was approved or denied.
Applicants must have a permanent residence established in Washington
County for at least six months prior to applying for dental care services.
Applicant must be a) a full time student during school year in the Washington
County Public School System, if of school age, not to exceed the age
of 19 or b) a full time resident in ECI Group home or c) a full time
resident of a Washington County Infirmary Health and Nursing Home.
The family of the applicant must meet the income standards of the Basis
of Issuance to determine food stamp coupon allotment.
The applicant must be eligible for dental assistance for the date the
service is provided. Services cannot be paid under the Washington County
Dental Program if they are become eligible.
Individuals previously eligible for Medicaid will have to be ineligible
for Medicaid for a period of at least six months prior to application
for services before being considered for the program. Clients who have
Medicaid will be considered if Medicaid does not cover the necessary
service.
Individuals should not have dental care insurance from any other sources.
The eligibility of each applicant will be determined on a case-by-case
basis. Additional family members in need of vision care or services must
apply separately.

for vision care. Applicants must fully repeat the application process,
if three or more months have passed since the last vision care service
was approved or denied.

The applicant must be eligible for vision care for the date the service
is provided. Services cannot be paid under the Washington County Dental
and Vision Care program if they are provided to the recipient before
the effective date of his or her eligibility for the program, or after
the effective date of his or her termination of eligibility.
Having an application in process for the eligibility is not guarantee
that the applicant will become eligible.
Individuals previously eligible for Medicaid will have to be ineligible
for Medicaid for a period of at least six months prior to application
for services before being considered for the program.
Individuals should not have vision care insurance from any other sources.
APPLICATION PROCESS
Applicant seeking assistance through the dental care program and/or
the vision care program should be referred to the following Dental and

The legal guardian of the applicant seeking assistance for the dental
care or vision care should complete an application prior to the services,
except in an emergency situation.
If applicant is awarded eligibility, he/she will receive an award notice
that includes the effective dates of coverage.
